It's normal that download and upload speed for a home internet connection are not the same.
From home, you're downloading fast and uploading slow.
From the external pc, you are receiving your images slow because your home computer is uploading - slow.
What's your connection speed?
I have and ADSL business connection.
However in these days the connection is faster..maybe was a temporary problem on the adsl line.
